3 beeps and can't make/receive calls

i am in the san francisco area. last week i returned from london to sf, and when i popped my at&t sim card back in after i got off the plane, i have had great difficulties making calls, and receiving calls as well.

when i try to make a call, the phone will give out 2 or 3 beeps, and then nothing happens. no more calling attempts. it happens probably to about 9 out of 10 of the calls i make. i was trying to make calls near SFO, in downtown SF, in Berkeley as well. the signal strength is there. 2 3 or even more bars for a t68i.

when somebody calls me, sometimes the phone wouldn't ring. it is as if the network can't detect my phone. likewise when i call somebody, their screen don't show my number sometimes. and sometimes when i am in a call, it will just drop for no reason even though signal strength seems fine.

i am back in london again, and don't seem to have the same problem on Vodafone (with same phone) and SFR in France.

anyone has an idea what's going on? Sim card problems? phone problems with the US GSM frequency? AT&T's problem?
